Passengers arriving at the Sultanate of Oman having Oman resident visa are allowed to enter Oman but all have to undergo quarantine according to Public Authority for Civil Aviation.
A statement, signed by Salim Hamed Said Al Husaini, the Director of Air Transport at the Public Authority for Civil Aviation (PACA), said there would be a “ban on entry of all non-Omanis to the Sultanate’s territories via all of the Sultanate’s Airports, except the citizens of the Gulf Cooperation Council countries and passengers who hold of resident visas.”

In compliance with the decision made by the Supreme Committee for dealing with COVID-19 and after coordination with concerned authorities, PACA would like to inform you that the following measures would be implemented effective from 12:00 PM Local time Tuesday 17 of March 2020 for 30 days extendable:
- Ban on entry of all non-Omanis to the Sultanate’s territories via all Sultanate’s airport, except the Citizens of Gulf Council Countries and Passenger with Residents Visa
- Imposition of quarantine on all passengers arriving in the Sultanate of Oman via all airports including Omani Nationals and Passenger with Resident Visa.
- Transfer passengers are allowed to travel through Sultanate of Oman Airports
- Implementation of all public health measure on all aircraft crew all the airports, and ensuring compliance to all Ministry of Health “Air Carrier Guidelines”
- Passengers transferring from International to domestic flights through any of the Sultanate of Oman Airports would be subjected to the public health measure and mechanism of ensuring compliance must be agreed between the airports, the airlines and the Ministry of Health, which shall ensure strict conformance with the health procedures
